社会运营许可的获取机制及对我国邻避效应的启示

社会运营许可的获取机制及对我国邻避效应的启示

摘要

突破“邻避困境”需要有新的思路,“社会运营许可”为化解邻避风险提供了极具参考价值的解决路向。社会运营许可的关键构件包括合法性、可信度和信任,可以从复杂系统、可持续发展与治理体系建设三个取向来理解。社会运营许可的获得需要以顺畅的社区成员沟通机制、透明的信息披露机制、有效的冲突解决机制和适应本土文化的决策机制为保障,通过机制建设,以期实现邻避项目的社会运营许可从“接受”到“准许”再到“心理认同”的梯度推进。
