随着恐怖主义活动在全球的蔓延,恐怖主义理论研究和反恐立法越来越为各国政府所重视。然而学界对于恐怖主义的认识还不尽一致,尚没有统一的定义。这在某种程度上影响了恐怖主义理论研究的指向性,也是反恐立法不能回避的问题。本文通过综合分析国际通用和各国采用的恐怖主义定义,并引用国际前沿反恐学者Alex P. Schmid的研究成果,综合目前存在的260种对恐怖主义的定义,对恐怖主义的定义进行多角度解析,结合世界各国在反恐立法方面的理论和实践,从更宏观的层面为我国当前反恐研究、反恐立法提供参考。
