欧盟电子治理发展的制度分析

摘要

随着多元主体的参与,电子政务的发展呈现出治理的特征。电子技术在社会治理中的运用受制于制度。欧盟各成员国电子治理的发展,在目的、进程、内容、动力等方面均受到有关制度的决定性影响。通过对欧盟电子治理发展的制度分析表明,电子治理是一项具有明显政治性或由政府相关制度推动的行为,制度建设是电子治理发展的关键。
