政府开展公共就业培训服务已经成为各国用来解决就业困境以及提高劳动者素质的重要政策工具。当前我国就业培训服务正逐渐打破以往由政府垄断提供公共服务的单一格局,构成公共培训机构、非营利性以及私人培训机构多元参与的竞争性培训准市场格局。而为提供更具竞争力与效率的服务,可以借助于CIPP模式来归纳公共就业培训服务绩效评估指标以协助提升政府在就业培训服务准市场机制中的管理能力。
